After an impressive start to the season, the Blues lost in the top-flight for the first time under Maurizio Sarri as they were beaten 3-1 by London rivals Tottenham Hotspur at Wembley Stadium on Saturday.
The result leaves Chelsea seven points adrift of leaders Manchester City and Hazard admits his side cannot yet match the consistency of the reigning champions.
“We’re thinking about finishing in the top four, not to be the champions,” the Belgian star said.
“We know City are not much better than Chelsea but they are better at the moment.

“In what areas are City better? A lot. Possession. When they have chances, they score.
“Maybe defensively they are better. They have top players.
“Their consistency as well, winning game after game. They are in a good momentum since last year and we need to be back like this.”
Rumours of a move away from Chelsea continue to surround Hazard, who has long been linked with a move to LaLiga giants Real Madrid.
He is no rush to leave Stamford Bridge but recently admitted that he cannot rule anything out beyond this season.
“I have one year left on my contract after this year,” he said. “Moving this winter is impossible. I can’t leave in January because of the club and the supporters.
“It will be possible in the summer, but It’s also possible that I stay my whole career at Chelsea.”
Chelsea return to Premier League action on Sunday lunchtime when they contest another London derby, this time against Fulham at Stamford Bridge.
